Responsive Strategic Sourcing for Services (RS3)

People, Technology and Processes, LLC (PTP) has been selected for award as Prime Contractor on RS3 through solicitation number W15P7T15R0008 and contract number W15P7T19D0106. The Responsive Strategic Sourcing for Services (RS3) IDIQ provides ACC-APG customers, other Program Executive Offices (PEOs), other Department of Defense (DoD) agencies, and other federal agencies with knowledge-based support services for requirements with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) related needs.

This IDIQ contract is a multiple-award vehicle that provides mission-critical support to ACC-APG customers, PEOs, DoD agencies, and other federal organizations with knowledge-based services in C4ISR.

The RS3 contract encompasses a wide range of services, including engineering, research and development, test and evaluation (RDT&E), logistics, acquisition and strategic planning, and education and training. It is designed to offer best-value solutions while maintaining flexibility in contract type, evaluation criteria, and labor categories to meet the specific needs of each customer. The contract supports Fixed Price, Cost Reimbursement, and Incentive-based task orders, allowing agencies to procure services efficiently under a structure that aligns with their mission objectives.

With a $37.4 billion contract ceiling, RS3 ensures long-term, scalable solutions for C4ISR-related requirements. The ordering period runs from March 7, 2019, through May 14, 2023, with an additional five-year option extending through May 14, 2027. Task orders may continue for up to five years beyond the ordering period, with potential performance extending through May 14, 2032.

The RS3 Program Office provides comprehensive pre-award and post-award support, including assistance with technical requirements development, procurement coordination, and streamlined contract administration.
